Coal City Analysis of factors affecting the strategic reserve

[Abstract] as China's urbanization process is accelerating, China's cities, especially the lack of one type of energy has become China's major cities big consumers of energy, number and size in the year to year. Coal reserves in China accounted for about 90% of reserves of mineral resources, accounting for the proportion of fossil energy is 95%, very resource potential, therefore, the coal reserves even more necessary. the establishment of coal-based energy Development Strategy, the establishment of coal-based energy Strategy for urban reserve system , is the city break the bottleneck of energy, sustainable Development, the inevitable choice. This paper focuses on how to build coal-based reserve system of the city's overall energy Strategy goals, the strategic reserves of coal, the impact of factors were analyzed.

For the city in a strategic coal reserve will help take preventive measures to reduce business costs to run the city, is conducive to Economic growth and we see from the industrial structure changes, the world's manufacturing center of China has transferred the manufacturing sector in China's rapid Development, the need energy, and infrastructure to follow up. reasonably determine the size of strategic reserve of coal required to consider the following factors.

1 From the demand point of view to determine the safety limits
Safety margin to ensure the consumption of coal in the valley and city crisis and certain emergency situations that can put a reserve supply of coal the size of the cities the size of coal reserves need to consider the city's energy consumption patterns, as well as coal supply and demand situation and trends.

With the implementation of the concept of environment protection and energy, with low-carbon economy, raising the level of energy technology, energy technology and conservation of the cycle was, can be expected to, a double-low situation, and energy-producing city of elasticity Ep <1, energy-dependent city's energy consumption elasticity Ec <1.

2 From the supply point of view to determine the total amount of coal reserves
Coal reserves in the city should analyze the international market and domestic coal resources on the basis of the status and trends, combined with the coal transport capacity on the basis of analysis of the total coal city available.
